* fix: windows shutdown and restart orphaned cleanup

* fix: launch managed OpenCode directly on Windows
Unwrap OpenCode wrappers to launch directly on Windows, improving shutdown reliability and avoid orphans.

* fix: restore desktopNotifyEnabled in health snapshot
